David Plaster is President of Anomaly-America 4 Ukraine. A U.S. Army veteran, Hoover Institution Veteran Fellow, and founder of Anomaly, he became Ukraine’s first foreign volunteer fighter and first NATO-trained combat medic, leading programs to save lives and limbs.

Tetyana (Tonya) Aldave supports the organization’s mission by providing aid in  governance, record keeping, and responsible stewardship of resources. Her role helps strengthen the nonprofit’s accountability to donors, partners, and the communities it serves.

David Lapan serves as Director of Communications for Anomaly-America 4 Ukraine. A retired U.S. Marine and former U.S. government spokesman, he brings decades of strategic communication, public affairs, and defense experience to the mission.

Robin Seaword serves as Director of European Relations for Anomaly-America 4 Ukraine. A former UK Special Defence Advisor embedded in Ukraine’s Ministry of Defence, he brings decades of military, security sector reform, governance, and policy experience.

Dr. William Reno serves as Director of Defense and Research Policy for Anomaly-America 4 Ukraine. A Northwestern University political scientist and conflict scholar, he brings deep expertise in security force assistance, state fragility, and military reform.

Letitia Kimball serves on the board of Anomaly-America 4 Ukraine, supporting nonprofit governance, accountability, and the mission to deliver humanitarian aid, medical training, and resilient civil society support for Ukraine’s defenders, veterans, and communities.

Olena Murashkina serves on the board of Anomaly-America 4 Ukraine and supports coordination between the U.S. and Ukraine-based operations, helping strengthen administration, logistics, documentation, and mission execution for humanitarian.
